PhilSys Number and Philippine National ID Online Registration How-To

Step 1 of the Philippine Identification System or PhilSys was opened to the public on April 30, 2021. This first step is for the issuance of your PhilSys Number or PSN and your PhilID or the government issued national identification card, which is a non-expiring valid proof of identity.

This welcome development, spearheaded by the Philippine Statistics Authority or PSA comes after a successful initial phase of registering more than about 28 million Filipinos.

Steps to get your PhilSys Number and National ID or PhilID

Getting your Philippine National ID is a 3-Step Process
  • Step 1: Online registration at https://register.philsys.gov.ph which will collect data including full name, gender, date, and place of birth, blood type, and address.
  • Step 2: Biometric data capture and document validation. Read here to proceed to Step 2.
  • Step 3: Issuance of your PhilSys Number or PSN and your PhilID

The PhilSys Vision

The PhilSys is envisioned to:

Making services more accessible.

PhilSys will be accessible to all Filipinos and its credential will be accepted for most transactions. It will provide access to financial, social protection, health education and other Government services;

Promoting ease of doing business.

It will provide a platform for the Government and private sector to identify and verify their customer in a digital and automated manner both in-person and online transactions;

Enhancing the integrity of services and reducing fraud.

PhilSys will uniquely identify each registered person at a national scale with high-level of assurance, eliminate identity fraud and strengthen integrity of functional identification registries;

Enabling and promoting participation and trust in digital government and the digital economy.

PhilSys should enable to broader transition to digital, online citizen-centric service delivery by Government and the private sector; and

Empowering Filipinos with greater control over their personal data.

The PhilSys will give PSN-holders the ability to determine who sees what data about them when carrying out transactions using the PhilSys, it will contribute to greater transparency and accountability for how data is used in the Philippines.

Running Updates

Website is up and running. Some users suggest registering for Step 1 during the early hours of the morning (12AM to 5AM), but it is good to note that the SMS code sending and successful Step 1 registration has so far been working even on other times.

  1. Hi! I already registered online last Sunday, May 23, 2021. I also received an email and text message re my application number. I tried to go to the website given (www.philsys.gov.ph/faq) but unfortunately, I couldn’t find it. How do I go about Step 2?

    1. Step 2 will depend on the rollout of physical biometric sites setup by PhilSys. As of late they will have 14 sites for step 2 around the Philippines. Kindly check their official fb page for the list of these areas and any further updates on the Step 2 sites.

    1. Hi Paul, thanks for the inquiry. We can only surmise that there are 2 ways to proceed for Step 2: 1. If in the Step 1 you registered your email and/or mobile number, please proceed to the PhilSys website at https://register.philsys.gov.ph/, login with your mobile number, have it verified with a One-Time Pin and then see if you can proceed to Step 2 booking of an appointment. If your mobile number doesn’t work and you don’t see anything, use your email address. 2. Another procedure would be to drop-by one of the Step 2 appointment sites (https://starthere.ph/2021/06/18/book-your-philippine-id-and-philsys-step-2-slot/) and inquire with the PhilSys personnel on-site on how to proceed.   2. I also had been given a transaction# after step 2, first week of March & had given follow ups until lately the tracked result is, not found, in Philpost Website. Where now to know & monitor the location of my application, if there is a needed change or mistakes along as a few days ago, the Post Office say, they just receive & deliver, they don’t know, where now to monitor as the Central Bank is the one making the National ID’s.
