DTI Updates Allowed Services and Capacities for Barbershops and Salons

DTI allows more salon services and increases operational capacities starting July 16, 2020.

Through Memorandum Circular No. 20-38 (s. 2020) signed on July 5, 2020, the DTI has updated its guidelines for barbershops and salons operating in areas under General Community Quarantine (GCQ) and Modified General Community Quarantine (MGCQ).

Here’s a summary of the latest Circular:

Operating Under GCQ

Barbershops and Salons may perform all haircutting services and hair treatment services.

Operating capacity allowed is only up to 30% until July 15, 2020 while under GCQ status.

Beginning July 16, 2020, the operating capacity of barbershops and salons shall be increased to 50% in areas declared under GCQ and 75% in areas declared under MGCQ. Provided that, venue capacity allows for physical distancing protocols and are compliant with the mandatory health and safety standard protocols.

Operating Under MGCQ

Barbershops and Salons may conduct:

  • all haircutting and hair treatment services
  • nail care services
  • basic facial care such as make-up, eyebrow threading, eyelash extension and facial massage
  • other basic personal care services such as waxing, threading, shaving, foot spa, and hand spa

Operating capacity allowed is only up to 50% until July 15, while under an MGCQ status.

Beginning July 16, 2020, the operating capacity of barbershops and salons shall be increased to 75% in areas declared under MGCQ.

These are subject to strict protocol on hand sanitation, face mask and face shields, gloves, and sterilized equipment, and the rest of the mandatory safety protocols.

Additional Safety Features

The DTI also strongly encourages salons and barbershops to post the following information at the entrance and/or other prominent or conspicuous areas of their establishments:

  • No mask no entry policy
  • Physical distancing protocols of the establishment
  • Regular sanitation schedule and procedures
  • Maximum number of allowable persons
  • Availability of alternative methods of payment, if applicable,
  • Availability of alternative methods of scheduling appointments (e.g. online or via text)
  • Client-personnel interaction protocols
  • Enforcement measures in a manner consistent with the law for clients who refuse to comply with protocols
  • Health declaration forms or registration with SafePass or staysafe.ph Apps

The Circular also outlines additional safety measures, establishments may implement for their employee’s safety and equipment handling in the workplace.

Finally the DTI warns that non-compliant establishments on any of the mandatory health protocols shall be meted an outright warning and shall be further endorsed to the LGU health office. Establishments that have failed to completely comply shall be temporarily closed down to correct their deficiencies. Reopening
shall be allowed only upon compliance to the prescribed minimum health protocols.
